KURIKULUM TINGKAT SATUAN PENDIDIKAN
Kurikulum Tingkat Satuan Pendidikan (KTSP) atau Kurikulum 2006 adalah sebuah kurikulum operasional pendidikan yang disusun oleh, dan dilaksanakan di masing-masing satuan pendidikan di Indonesia. KTSP secara yuridis diamanatkan oleh Undang-Undang Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional, dan Peraturan Pemerintah Republik Indonesia Nomor 19 Tahun 2005 tentang Standar Nasional Pendidikan. Penyusunan KTSP oleh sekolah dimulai tahun ajaran 2007/2008 dengan mengacu pada Standar Isi (SI) dan Standar Kompetensi Lulusan (SKL) untuk pendidikan dasar, dan menengah sebagaimana yang diterbitkan melalui Peraturan Menteri Pendidikan Nasional masing-masing Nomor 22 Tahun 2006, dan Nomor 23 Tahun 2006, serta Panduan Pengembangan KTSP yang dikeluarkan oleh Badan Standar Nasional Pendidikan (BSNP).[1]
Salah satu perubahan yang menonjol pada KTSP dibanding dengan kurikulum sebelumnya adalah KTSP bersifat desentralistik. Artinya, segala tata aturan yang dicantumkan dalam kurikulum, yang sebelumnya dirancang dan ditetapkan oleh pemerintah pusat, dalam KTSP sebagian tata aturan dalam kurikulum diserahkan untuk dikembangkan dan diputuskan oleh pihak di daerah atau sekolah. Meski terdapat kebebasan untuk melakukan pengembangan pada tingkat satuan pendidikan, namun pengembangan kurikulum harus mengacu pada Standar Nasional Pendidikan yang telah ditetapkan oleh Badan Standar Nasional Pendidikan (BSNP). Ketetapan ini tercantum dalam Peraturan Menteri Pendidikan Nasional nomor 23 tahun 2006 tentang Standar Kompetensi Lulusan pada Satuan Pendidikan Dasar dan Menengah.[2] KTSP terdiri dari tujuan pendidikan tingkat satuan pendidikan, struktur, dan muatan kurikulum tingkat satuan pendidikan, kalender pendidikan, dan silabus. Pelaksanaan KTSP mengacu pada Permendiknas Nomor 24 Tahun 2006 tentang Pelaksanaan SI dan SKL.
Standar isi adalah ruang lingkup materi, dan tingkat kompetensi yang dituangkan dalam persyaratan kompetensi tamatan, kompetensi bahan kajian kompetensi mata pelajaran, dan silabus pembelajaran yang harus dipenuhi peserta didik pada jenjang dan jenis pendidikan tertentu. Standar isi merupakan pedoman untuk pengembangan kurikulum tingkat satuan pendidikan yang memuat:
kerangka dasar, dan struktur kurikulum,
beban belajar,
kurikulum tingkat satuan pendidikan yang dikembangkan di tingkat satuan pendidikan, dan
kalender pendidikan.
SKL digunakan sebagai pedoman penilaian dalam penentuan kelulusan peserta didik dari satuan pendidikan. SKL meliputi kompetensi untuk seluruh mata pelajaran atau kelompok mata pelajaran. Kompetensi lulusan merupakan kualifikasi kemampuan lulusan yang mencakup sikap, pengetahuan, dan keterampilan sesuai dengan standar nasional yang telah disepakati.
Pemberlakuan KTSP, sebagaimana yang ditetapkan dalam peraturan Menteri Pendidikan Nasional No. 24 Tahun 2006 tentang Pelaksanaan SI dan SKL, ditetapkan oleh kepala sekolah setelah memperhatikan pertimbangan dari komite sekolah. Dengan kata lain, pemberlakuan KTSP sepenuhnya diserahkan kepada sekolah, dalam arti tidak ada intervensi dari Dinas Pendidikan atau Departemen Pendidikan Nasional. Penyusunan KTSP selain melibatkan guru, dan karyawan juga melibatkan komite sekolah serta bila perlu para ahli dari perguruan tinggi setempat. Dengan keterlibatan komite sekolah dalam penyusunan KTSP maka KTSP yang disusun akan sesuai dengan aspirasi masyarakat, situasi, dan kondisi lingkungan, dan kebutuhan masyarakat.

Pengembangan Mutu Kurikulum Pembelajaran Sekolah
Pengembangan Mutu Kurikulum Pembelajaran Sekolah - Kegiatan peningkatan mutu sekolah atau madrasah berada pada peningkatan mutu pendidikan nasional. karena itu peningkatan sekolah atau madrasah yang wujudnya berupa program-program sekolah atau madrasah tetap mengacu pada sistem Undang-Undang Sistem Pendidikan Nasional "USPN", program apapun yang dibuat mestinya bermuara kepada peningkatan pelayanan peserta didik sehingga menghasilkan lulusan berkualitas.
Lulusan sekolah atau madrasah yang berkualitas menurut USPN memiliki sembilan (9) Indikator Makro, antara lain sebagai berikut :

Kreatif
Mandiri, dan
Demokratis
Wujud program yang dibuat di masdrasah baik yang desain untuk jangka menengah atau Rencana Kerja Jangka Menengah "RJKM" dan Rencana Kerja Tahunan (RKT) diiharapkan berujung kepada pencapaian Indikator-indikator makro tersebut.
Setiap program yang disusun untuk mencapai tujuan -tujuan seperti di atas mestinya dimulai dari awal yang rasional, dan faktual, untuk itu setiap program mestinya dimulai dengan analisis kebutuhan. Lebih jelasnya kerangka desain pengembangan mutu kurikulum, dan pembelajaran di suatu madrasah atau sekolah.[3]
Cara Penyusunan KTSP atau Prosedurnya
KTSP mengikuti prosedur yang logis, dan sistematis. Prosedur ini perlu diikuti bukan saja deskripsi tugas tiap komponen terkait menjadi jelas, tetapi juga agar setiap madrasah yang tidak terlibat langsung dalam tim pengembangan memahami arah perencanaan yang ditetapkan. Dengan demikian perlu ditentukan Tim Pengembang Kurikulum Madrasah (TPKM), pengerja analisis konteks, pengkaji delapan standar pendidikan , penyusun draf dokumen, dan dokumen akhir, penghitung Kriteria Ketuntasan Minimal (KKM) setiap mata pelajaran, perevisi, dan pensosialisasi KTSP.[3]

Curriculum based on Competency
Kurikulum Berbasis Kompetensi (KBK) atau Kurikulum 2004, adalah kurikulum dalam dunia pendidikan di Indonesia yang mulai diterapkan sejak tahun 2004 walau sudah ada sekolah yang mulai menggunakan kurikulum ini sejak sebelum diterapkannya.
Secara materi, sebenarnya kurikulum ini tak berbeda dari Kurikulum 1994, perbedaannya hanya pada cara para murid belajar di kelas.
Dalam kurikulum terdahulu, para murid dikondisikan dengan sistem caturwulan. Sedangkan dalam kurikulum baru ini, para siswa dikondisikan dalam sistem semester. Dahulu pun, para murid hanya belajar pada isi materi pelajaran belaka, yakni menerima materi dari guru saja. Dalam kurikulum 2004 ini, para murid dituntut aktif mengembangkan keterampilan untuk menerapkan Iptek tanpa meninggalkan kerja sama dan solidaritas, meski sesungguhnya antar siswa saling berkompetisi. Jadi di sini, guru hanya bertindak sebagai fasilitator, namun meski begitu pendidikan yang ada ialah pendidikan untuk semua.
Dalam kegiatan di kelas, para siswa bukan lagi objek, namun subjek. Dan setiap kegiatan siswa ada nilainya. mulai di berlakukan pula wajib pramuka sebagai nilai tambah ekstrakulikuler.
Sejak tahun ajaran 2006/2007, diberlakukan kurikulum baru yang bernama Kurikulum Tingkat Satuan Pendidikan, yang merupakan penyempurnaan Kurikulum 2004.

Latar Belakang
Lahirnya kurikulum pada tahun 2004 ini tidak dapat dilepaskan dari kondisi politik yang terjadi pada saat itu.
Di Indonesia terjadi perubahan era pemerintahan dari era Orde Baru menjadi era Reformasi yang dimulai pada pemerintahan Presiden B.J. Habibie tahun 1998. Salah satu keputusan yang menonjol pada era Reformasi adalah adanya otonomi daerah yang lebih luas. Hal ini berarti pemerintahan daerah diberi wewenang yang lebih luas untuk mengatur kebijakan daerahnya masing-masing, dan salah satu kewenangan baru yang dimiliki oleh pemerintah daerah adalah dalam bidang pendidikan. Hal ini termuat dalam Undang-Undang Nomor 22 tahun 1999 tentang Pemerintahan Daerah. Berdasarkan alasan tersebut maka terjadi pula reformasi di bidang pendidikan yang salah satu hasilnya adalah dirancangya kurikulum baru yakni Kurikulum Berbasis Kompetensi oleh Departemen Pendidikan yang mulai diberlakukan pada tahun 2004.[1]
Perbedaan Dengan Kurikulum Sebelumnya
Hal yang secara mendasar berubah pada KBK dibanding kurikulum 1994 adalah perubahan pendekatan pembelajaran, yakni dari Content Based Learning (pembelajaran berbasis materi) menjadi Competency Based Learning (pembelajaran berbasis kompetensi).
Dalam praktiknya, hal ini tampak dari mulai munculnya aspek tambahan pada proses penilaian yakni penilaian pada aspek keterampilan dan penilaian pada aspek sikap, di samping penilaian pada aspek pengetahuan. Namun, pada laporan hasil belajar siswa, ketiga aspek ini akan diproses dan hanya muncul sebagai nilai angka yaitu hasil pengolahan rata-rata ketiga aspek tersebut untuk tiap-tiap mata pelajaran.
[1] Karakteristik Kurikulum Berbasis Kompetensi
Departemen Pendidikan menetapkan karakteristik KBK sebagai berikut[2]: Menekankan pada ketercapaian kompetensi baik secara individual maupun klasikal. KBK memuat sejumlah kompetensi yang harus dicapai siswa dan kompetensi tersebut sebagai standar minimal atau kemampuan dasar.
Berorientasi pada hasil belajar dan keberagaman, artinya keberhasilan pencapaian kompetensi dasar diukur oleh indikator hasil belajar.
Indikator inilah yang dijadikan acuan kompetensi yang diharapkan. Proses pencapaian bergantung pada kemampuan dan kecepatan yang berbeda pada setiap siswa.
Penyampaian dalam pembelajaran menggunakan pendekatan dan metode yang bervariasi sesuai dengan keberagaman siswa.
Sumber belajar bukan hanya guru tetapi sumber belajar lain yang memenuhi unsur edukatif, artinya sesuai dengan perkembangan ilmu pengetahuan dan teknologi informasi.
Guru berperan sebagai fasilitator untuk mempermudah siswa belajar dari berbagai macam sumber belajar.
Penilaian menekankan pada proses dan hasil belajar dalam upaya penguasaan atau pencapaian suatu kompetensi. KBK menempatakan hasil dan proses belajar sebagai dua sisi yang sama pentingnya.
Implementasi
Pada praktiknya, kurikulum ini tidak pernah disahkan meskipun sempat diimplementasikan secara terbatas.
Pada 2006, pemerintah meluncurkan kuriklum baru pengganti KBK yakni KTSP.
Kurikulum 2006 (KTSP) diakui pemerintah sebagai revisi dari KBK 2004, artinya pendekatan dan latar belakang yang diterapkan pada KTSP masih sama dengan latar yang menjiwai diciptakannya KBK.

TUJUAN KKNI (KERANGKA KUALIFIKASI NASIONAL INDONESIA ) Sebagai perwujudan mutu dan jati diri bangsa Indonesia dalam sistem pendidikan, pelatihan serta sistem pengakuan kompetensi kerja secara nasional, maka KKNI dimaksudkan menjadi pedoman untuk: menetapkan kualifikasi capaian pembelajaran yang diperoleh melalui pendidikan formal, nonformal, dan informal atau pengalaman kerja; menetapkan skema pengakuan kualifikasi capaian pembelajaran yang diperoleh melalui pendidikan formal, nonformal, informal atau pengalaman kerja; menyetarakan kualifikasi di antara capaian pembelajaran yang diperoleh melalui pendidikan formal, nonformal, dan informal atau pengalaman kerja; mengembangkan metode dan sistem pengakuan kualifikasi tenaga kerja dari negara lain yang akan bekerja di Indonesia.
MANFAAT KKNI (KERANGKA KUALIFIKASI NASIONAL INDONESIA) Pada jangka panjang, penerapan KKNI akan berdampak pada: meningkatnya kuantitas sumber daya manusia Indonesia yang bermutu dan berdaya saing internasional agar dapat menjamin terjadinya peningkatan aksesibilitas sumber daya manusia Indonesia ke pasar kerja nasional dan internasional; meningkatnya kontribusi capaian pembelajaran yang diperoleh melalui pendidikan formal, nonformal, dan informal atau pengalaman kerja dalam pertumbuhan ekonomi nasional; meningkatnya mobilitas akademik untuk meningkatkan saling pengertian, solidaritas, dan kerja sama pendidikan tinggi antar-negara di dunia; meningkatnya pengakuan negara-negara lain, baik secara bilateral, regional, maupun internasional kepada Indonesia tanpa meninggalkan ciri dan kepribadian bangsa Indonesia.
Secara umum KKNI diharapkan dapat melahirkan suatu sistem penyetaraan kualifikasi ketenagakerjaan di Indonesia dan memiliki sifat-sifat sebagai berikut : KKNI harus secara komprehensif dan berkeadilan dapat menampung kebutuhan semua pihak yang terkait dengan ketenagakerjaan serta memperoleh kepercayaan masyarakat luas KKNI diharapkan memiliki jumlah jenjang dan deskripsi kualifikasi yang jelas dan terukur serta secara transparan dapat dipahami oleh pihak penghasil dan pengguna tenaga kerja baik di tingkat nasional, regional maupun internasional KKNI yang akan dikembangkan harus bersifat lentur (flexible) sehingga dapat mengantisipasi perkembangan ilmu pengetahuan dan teknologi, kebutuhan keilmuan, keahian dan keterampilan di tempat kerja serta selalu dapat diperbaharui secara berkelanjutan. Sifat lentur yang dimiliki KKNI harus dapat pula memberikan peluang seluas-luasnya bagi seseorang untuk mencapai jenjang kualifikasi yang sesuai melalui berbagai jalur pendidikan, pelatihan atau pengalaman kerja termasuk perpindahan dari satu jalur kejalur yang lain. KKNI hendaknya menjadi salah satu pendorong program-program peningkatan mutu baik dari pihak penghasil maupun pengguna tenaga kerja sehingga kesadaran terhadap peningkatan mutu sumber daya manusia dapat diwujudkan secara nasional. KKNI harus mencakup pengembangan sistem penjaminan mutu yang memiliki fungsi pemantauan (monitoring) dan pengkajian (assessment) terhadap badan atau lembaga yang terkait dengan proses-proses penyetaraan capaian pembelajaran dengan jenjang kualifikasi yang sesuai. KKNI harus secara akuntable dapat memberikan peluang pergerakan tenaga kerja dari Indonesia ke negara lain atau sebaliknya. KKNI harus dapat menjadi panduan bagi para pencari kerja yang baru maupun para pekerja lama dalam upaya meningkatkan taraf hidup atau karir ditempat kerja masing-masing. KKNI diharapkan dapat meningkatkan integrasi dan koordinasi badan atau lembaga penjaminan atau peningkatan mutu yang telah ada, seperti misalnya BSNP, BAN, BNSP, LSP dan lain-lain. Indonesia menganut unified system atau sistem terpadu dimana capaian pembelajaran untuk jenis pendidikan akademik, vokasi maupun profesi dianggap sama untuk jenjang kualifikasi yang sama. Program pengembangan KKNI pada tahun 2015 merupakan kelanjutan dari berbagai program yang sama pada tahun sebelumnya ataupun program baru. Program pada tahun sebelumnya mengutamakan untuk menyusun konsep dan juga merealisasikan menjadi kerangka yang operasional dan telah diperkuat dengan Peraturan Presiden (Perpres) No. 8 Th. 2012 tentang KKNI. Dengan perpres tersebut, KKNI telah menjadi rujukan dalam penyetaraan capaian pembelajaran berbagai sektor yang ada di Indonesia. Sementara untuk memperkuat landasan hukum pelaksanaan KKNI di perguruan tinggi, Kemendikbud telah menerbitkan Permendikbud Nomor 73 tahun 2013 yang mengatur penerapan KKNI di Perguruan tinggi secara khusus dan Pendidikan Tinggi di Indonesia secara keseluruhan. Penerapan KKNI diperguruan tinggi selanjutnya menghasilkan program-program yang semakin memberdayakan KKNI. Penerapan KKNI tidak terbatas pada perguruan tinggi saja namun juga ke berbagai institusi lainnya seperti: • SMK • Lembaga kursus dan Pelatihan • Kologium keilmuan • Konsil Kedokteran Indonesia. • Forum program studi • BNSP, LSP, Asosiasi profesi • Asosiasi industri, KADIN • BAN, BSNP Pengembangan KKNI merupakan perjalanan panjang yang dimulai dari usaha usaha pengembangan kualitas sumber daya manusia yang ada di Indonesia khususnya dalam bidang pendidikan dan pelatihan. Milestone penting dalam perjalanan pengembangan KKNI dimulai dengan diterbitkannya UU Nomor 13 – 2003 tentang Ketenagakerjaan dan PP Nomor 31 – 2006 tentang Sistem Pelatihan Kerja Nasional sebagai dasar kerja besar pengembangan KKNI pada tahun-tahun selanjutnya sampai pada tahun 2012 dengan diterbitkannya PP Nomor 8 tentang Kerangka Kualifikasi Nasional Indonesia.
